Officers of Madhya Pradesh should conduct better elections

Bhopal: Deputy Election Commissioner of India Shri Sudhir Tripathi has asked officers associated with Vidhan Sabha elections in Madhya Pradesh to ensure elections in a much better way using their efficiency and expertise. Shri Tripathi said that officers carry the important responsibility to hold free and fair elections to Vidhan Sabha this year-end and will have to set highest precedents by enforcing model code of conduct strictly. Shri Tripathi was concluding a 3-day training to district election officers, deputy district election officers, ROs and AROs at RCVP Noronha Academy of Administration here today. State’s Chief Electoral Officer Shri Jaideep Govind was also present on the occasion.
Shri Sudhir Tripathi informed that 50 percent preparations for Madhya Pradesh Vidhan Sabha elections have been completed. He said that conducting elections is statutory duty of officers, which should be discharged with honestly. Describing electoral process distinct and important, he said that this training will prove significant. Shri Tripathi said that model code of conduct comes into effect with announcement of elections and nomination process gets underway. Highlighting importance of nominations, he directed officers to remain vigilant. Informing about nominations, scrutiny, withdrawal of nominations, monitoring of election expenses, postal ballots, counting etc. in detail, he said that officers will have to seek guidance from offices of the Commission and Chief Electoral Officer when they have any doubt. Guidance can be sought by fax, phone etc.
Shri Tripathi said that acceptance of erroneous nominations may hinder electoral process. Therefore, special care should be exercised. He asked districts to chalk out their better communication plan and implement it. He also talked about refresher course after training. He said that trained officers should share their knowledge and understanding with others. This will help new officers learn the process easily. He described conduct of fair elections as vital and asked the officers to train officers in their respective districts. According to Shri Tripathi, about 1 crore people participate in conduct of electoral process in the country. He directed to exercise special caution at the time of passing orders after action on applications received during elections. Mention of legal provisions, rules and Commission’s directives should also be made in the orders.
Shri Tripathi counselled officers to seek guidance also from election observers during elections. According to Shri Tripathi thre is sufficient time to ensure basic amenities at all polling booths. He also directed for video-graphy of activities during elections.
Throwing light on election training programme, Shri Jaideep Govind described it an important dimension of electoral process. He asked the officers to use their discretion while taking decisions during elections. Guidelines and handbooks of Election Commission have been sent to all districts. According to Shri Govind, Madhya Pradesh is pioneer in preparing handbooks in English and Hindi. Hindi handbooks are also being sent to Chhattisgarh and other states. He informed that the cabinet has sanctioned 750 temporary posts for conducting ensuing elections. Earlier, only 500 to 550 posts used to be sanctioned. Powers of district collectors have also been enhanced. He directed officers to maintain fiscal discipline during elections. According to Shri Govind, training will also be imparted to police and excise officers.
Shri Tripathi and Shri Govind also satiated queries of officers undergoing training in 3 groups in the auditorium. Certificates were distributed to 200 officers having undergone training. During the training, experts apprised the trainees of vulnerable mapping, district election plan, counting and declaration of results, paid news, MCMC, preparation of electoral rolls and publication, legal and administrative structure, SVEEP activities, nomination, scrutiny and withdrawal of nomination, eligible/ineligible candidates, allotment of election symbols, communication plan, polling day arrangements, arrangements of polling parties and their return, EVMs, model code of conduct, postal ballot, role of presiding officers. Collectors and district election officers of 20 districts were present on the occasion.
