CM Shri Chouhan meets Union Water Resources, Home, Finance and Foreign Ministers

Bhopal: Making Yeoman’s efforts for development of Madhya Pradesh during second day of his Delhi visit today, Chief Minister Shri Shivraj Singh Chouhan met Minister for External Affairs Smt. Sushma Swaraj, Water Resources Minister Sushri Uma Bharti, Home Minister Shri Rajnath Singh and Finance Minister Shri Arun Jaitley, Shri Chouhan put forth before them state’s issues and sought central assistance.

Bargi to be accorded status of national project

During meeting with Union Water Resources Minister Sushri Uma Bharti, the Chief Minister urged to declare Bargi diversion project as national project. It is noteworthy that this project on Narmada river links up with Ganga basin. The project which link 2 basins are given status of national project. Proposal in this regard is pending with Union Water Resources Ministry for long. Sushri Bharti assured to accord status of national project to Bargi diversion project soon. The Chief Minister urged for sanction to state’s 22 pending projects in Water Commission from Technical Advisory Committee and release of financial assistance. Sushri Bharti directed concerning officers to immediately release Rs. 1520 crore to Madhya Pradesh for these projects. It may be mentioned that the state has already completed all formalities pertaining to these projects.

Counter Insurgency and Anti-Terrorist Training Centre at Bhopal

The Chief Minister also met Union Home Minister Shri Rajnath Singh and held extensive discussions on establishment of Counter Insurgency and Anti-Terrorist Training Centre at Bhopal. Shri Chouhan said that international-level training will be imparted to police personnel at this centre. For it, 5 acre land has also been earmarked. The Chief Minister sought Rs. 187 crore assistance from the Centre for the proposed centre. Describing police modernisation scheme in Madhya Pradesh as necessary, he urged the Home Minister for Rs. 250 crore Central assistance to upgrade forensic lab, voice lab and new DNA lab for scientific investigation of cases. At present, the Central government provides assistance to states for this with 40:60 ratio. Chief Minister Shri Chouhan urged to increase Central share to 90:10 ratio. Besides, he urged that Centre should bear expenses on deployment of CRPF in naxal-affected areas of the state. Since year 2007, Madhya Pradesh has been urging the Centre to provide Rs. 162 crore for deployment of CRPF in naxal-affected areas of the state. Referring to exemption from this expenditure to Madhya Pradesh from year 2004 to 2007, the Chief Minister urged that this expenditure should be borne by the Centre. The Chief Minister urged the Home Minister to withdraw Centre’s decision to separate Balaghat from Special Infrastructure Scheme since naxal activities have been curbed in Balaghat district through joint efforts of the Union and State Governments. The Chief Minister also urged him to grant permission to constitute Bharat Raskhit Vahini in Singrauli. The Home Minister assured every possible cooperation and financial assistance to the state.

CM urges Union Finance Minister for assistance

During meeting with Union Finance Minister Shri Arun Jaitley, the Chief Minister urged him to make available Rs. 2100 crore amount sanctioned to disciplined urban bodies of Madhya Pradesh by 13th Finance Commission. He said that conditions prescribed by the commission in this regard have been fulfilled. Besides, Rs. 129.40 crore for implementation year 2012-13 and Rs. 152.60 crore for 2013-14 is yet to be received. Under 13th Finance Commission, state specific grants as per state’s requirement were also recommended under which Rs. 100 crore is to be received for construction of Anganwadi buildings, Rs. 45 crore for archaeological works, Rs. 45 crore for police training, Rs. 110.50 crore for health infrastructure and Rs. 23 crore for virology lab in Gandhi Medical College and upgradation of MTH Hospital, Indore. Against claims worth Rs. 335 crore under quick irrigation benefit scheme, the state has received Rs. 200 crore. Besides, the state has also spent Rs. 400 crore under MNREGA from its resources. Rs. 1500 crore will be required for this scheme. Therefore, the Centre should release assistance immediately to the state.

Referring to ambitious schemes of the state government pertaining to Simhastha Mahakumbh to be held in Ujjain in 2016, the Chief Minister said that over Rs. 3500 crore will be spent on infrastructure and important arrangements. For this, the state has provisioned Rs. 1750 crore. He desired remaining 50 percent amount from the Centre. The Union Finance Minister assured the Chief Minister for every possible assistance.

Foreign Minister Smt. Sushma Swaraj to plead for states’ development projects

During meeting with External Affairs Minister Smt. Sushma Swaraj, Chief Minister Shri Chouhan gave a detailed account of Madhya Pradesh’s development schemes. Informing her of difficulties of basmati producing farmers of Madhya Pradesh, the Chief Minister urged her to help in withdrawal of APEDA’s appeal against Registrar General of Patents Chennai’s order dated December 31, 2013 recognising Madhya Pradesh as a Basmati Paddy growing State from the Intellectual Property Rights Board. This will protect interests of basmati producing farmers of Madhya Pradesh. The Chief Minister urged the Union Minister to ensure cooperation of Central Departments regarding Simhastha-related schemes. Referring to discrepancies in Subramaniyam Committee on forests, the Chief Minister said that it is discrepant to include revenue lands with big trees and small trees in forest area, suggested formula for afforestation compensation and complete ban on any development in 70 percent forest area, which will impede Madhya Pradesh’s development. The Chief Minister wanted to present state’s stand before the committee before implementation of these recommendations. He also urged the Union Minister to plead with the Central government on behalf of Madhya Pradesh. Smt. Swaraj assured Chief Minister Shri Chouhan to continue to support state’s interest and development schemes of the state.
