Bonds between Government and People Gets Stronger: CM
Bhopal. The Chief Minister Shri Shivraj Singh Chouhan called upon the citizens to give their best for building a law abiding society free from fear. He said that Madhya Pradesh is the fast progressing state and is on the verge of joining the league of developed states. In his message on Republic Day, he extended greetings and good wishes to the citizens.
The Chief Minister said that the state government has been able to build a strong relationship between people and the government machinery. Constitutional institutions have been strengthened. In the last 5 years, the state GDP has gone up by more than 10 percent.
Referring to Prime Minister’s demonetization initiative to fight out black money, corruption and terrorism, the Chief Minister said that this will be effective only when sources of black money are hit hard. Cashless transactions can put an effective check on black money. He sought active participation of the citizens to continue this crusade against black money.
Narmada Seva Yatra
Referring to ‘Namami Devi Narmde’ – Narmada Seva Yatra, he said that Narmada river conservation is world’s biggest river conservation drive symbolizing religious harmony. People from different religious faiths and classes are participating in the Yatra spreading the universal message of environmental protection.
Plantations are being taken up on both banks of the river Narmada. People have taken a resolve not to pollute river waters, shun alcoholism, save girl child. Farmers are resolving to take up plantation of fruit bearing trees. Sewage treatment plants will be come up to prevent sewage inflow into Narmada.
No Liquor Shops
The Chief Minister said that a historic decision has been taken to close 58 liquor shops in 12 districts along Narmada banks in five km radius. He called upon the people to come forward and discourage alcoholisms.
Talking about activities of Department of Happiness, he said that state witnessed Anandam from January 14 to 21 in rural areas during which people enjoyed rural sports at around 7500 places.
Shri Chouhan said that Anand Sabhas will be held at educational institutions and Alp Viram program at government offices. He said that ‘Anandam’ program is about the joy of helping the neediest.
Deendayal Thali
The Chief Minister said that a new scheme Deendayal Thali will be launched from April for the poor in selected cities. They will get tasty plateful meals at the rate of Rs. 5 per head. He said that a new law to give every citizen housing facility will be legislated to help the houseless and landless poor get housing facility. By 2018, at least 5 lakh housing units In urban areas and 8 lakh houses in rural areas will be constructed.
Participatory Learning
Shri Choluhan said that in order to improve the quality of teaching and encourage participatory learning involving the citizens, a novel initiative ‘Mil Banche Madhya Pradesh’ or (Let Us Read Together) will be organized on February 18 across the state. He called upon the people to participate in the initiative in greater number, go to school, read text books with children and share knowledge with them. He said that the students scoring more than 85 percent and are selected in the national-level educational institutions will not be required to pay education fee as the government will bear it. He said that more than one lakh students have been given smart phone. Those scoring over 85 per cent marks in the board exams will be given laptops. Bachelor of Vocational Education degree will be started in all universities.
Free Treatment for Poor
Talking about efforts to make health services accessible to the poor families, Shri Chouhan said that Rs. 2 lakh will be given for free treatment to the patients of poor families in government hospitals. Chief Minister Swasthya Sewa yojana, one day health check up camps will be held at all district headquarters at different dates. He urged the citizens to keep themselves in touch with the poor patients suffering from serious illness and bring them to the camp.
The Chief Minister said that Ayurveda and homeopathy doctors will be given requisite training and posted at the primary health centers, without doctors. Underlining the efforts to combat malnutrition among children, adolescent girls and expectant and lactating mothers, he said that Lalima Scheme has been launched to address the problem. Atal Child Health Mission is enlisting community participation to improve nutrition level. These efforts have helped bring down the percentage of severely malnourished children in last one decade.
Shri Chouhan said that the water supply system in rural areas will be improved to serve 5,000 habitations. Installing new hand pumps, 10,000 habitations will be covered this year. He said that pursuing the Prime Minister’s resolve to double the income of farmers over five years, the Sate Government is working on the roadmap. The Gramodaya campaign from April 14 this year will be launched along with with Krishi Mahotsava. He said that in the Kharif 2015, under the National Agricultural Insurance Scheme, a total of 4 thousand 416 crore has been given to 20 lakh 47 thousand farmers as crop insurance claims It is a record in the country. Further as disaster relief, 4 thousand 835 crore relief amount has been distributed. A total of 18 thousand 444 crore has been provided to the farmers under various heads.
Shri Chouhan informed that 20 Krishi Upaj Mandis have been linked to the National Agricultural Mandi this year and 30 more would be linked this year. He said that under the Acharya Vidyasagar Gau Samvardhan Yojana, minimum 5 cows will be provided.
He said that irrigation capacity will be built for about 40 lakh hectares and by the year 2025, it will increase to 60 lakh hectares. Now irrigation sprinkling is being taken up instead of taking water from canals to ensure maximum irrigation in minimum water. Several states are studying the initiative.
Talking about self-sufficiency in energy , Shri Chouhan said that by June 2019, 5 lakh temporary connections. will be converted into permanent. This year 24 percent increase has been registered in installed capacity of renewable energy. This has brought fist position to Madhya Pradesh in the country. He called upon the citizens to use LED bulbs and save electricity.
Underlining the progress in road development the Chief Minister said that 5500 km new national highways and 3778 km of new state highways have been declared. Under the Chief Minister Gram Sadak Yojana, nearly 6 thousand villages have been connected to the main road.
Mission for Empowerment of Youth
The Chief Minister said that a Mission for Empowerment of Youth will be launched under which annually seven lakh youth will be trained in various skills. An International-level Training Centre at Bhopal is being established.
Referring to Women’s empowerment, he said that under the Ladli Laxmi scheme as many as 24 lakh girls have been covered. Those admitted to class sixth are getting Rs 2000 scholarship through e-payment. Women have been given resrvation in government jobs. Under the Lado campaign, more than 82 thousand child marriages have been prevented through counselling.
Talking about the Nagarodaya Abhiyan, the Chief Minister urged the people to actively participate in the Abhiyan. About industrial development, he said that 15 new industrial areas are being developed spending Rs. 2,400 crore.
Referring to Incubation and Start-up Policy, he said that 7.5 lakh youth will get benefits under various self-employment schemes next year. Reiterating his commitment to ensuring composite development of SC and ST, he said that five year composite package would be developed for their development. For the students of backward classes, hostels in all districts have been opned benefiting about four lakh students.
Shri Chouhan said that Madhya Pradesh has fast emerged as favourite place of tourists. Hanuwantia, which is a newly developed water tourism destination witnessed 5 lakh tourists during Jal Mahotsava. He said that Gandhisagar, Bansagar are being developed as water tourism destination.
The Chief Ministr said that Shourya Smarak has been constructed in memory of brave soldiers who sacrificed their life for the Mother Nation. He said that Mukhya Mantri Teerth-Darshan Yojna will also include Patna Sahib, Ganga Sagar and also State’s pilgrimages.
Referring to the remarkable steps taken for the welfare of employees, he said that daily wagers have been made permanent. State’s employees will soon be given benefits of seventh pay commission. Shri Chouhan said that the law and order situation has improved a lot due to consistent planning. People have sense of security.
