7,200 kilometre long roads to be constructed under PMGSY

Bhopal: Proposals regarding additional 7,200 kilometre roads in Madhya Pradesh will soon be sanctioned under Pradhan Mantri Gram Sadak Yojna. Sanction of 4,200 kilometre long roads will be given by the end of this month and 3000 kilometre long roads by the end of March 2013. This was informed by Union Rural Development Minister Shri Jairam Ramesh while reviewing departmental works here today. Additional Chief Secretary Panchayats & Rural Development Smt. Aruna Sharma and senior officers of the Union and State governments were present on the occasion.
Shri Jairam Ramesh informed that the Union Government is sanctioning Rs. 100 crore today itself for payment of pending MNREGA wages. He said that now Anganwadi buildings can be constructed with 60:40 ratio of MNREGA convergence. This decision has made the work easier for construction of about 20 thousand Anganwadi buildings in the state. Shri Ramesh informed that additional provision of Rs. 300 crore will also be made to fulfil requirements of Madhya Pradesh under Indira Aawas Yojna.
The Rural Development Minister lauded Madhya Pradesh module of development works in the rural areas through MNREGA convergence. He also lauded creation of 52 percent permanent assets of public utility through MNREGA, which is maximum in the country. Beside this, the Union Minister described improvement in rural people’s living standard due to implementation of development programmes and livelihood activities as a good sign. At the meeting, the Rural Development Minister was informed that demand for employment is decreasing constantly since poor rural people’s income has increased through beneficiary-oriented schemes like Kapil Dhara Yojna and construction of permanent public utility assets under MNREGA. Labourers’ inclination towards demanding work has also decreased since wages in private sector agricultural works are relatively high in Madhya Pradesh. He also directed to publish a study report on better results of Kapil Dhara Yojna. Shri Ramesh stressed the need for constant review on micro level for payment of MNREGA wages pending for over 90 days.
Additional Chief Secretary Smt. Aruna Sharma informed that Madhya Pradesh is the only state in the country where audit is being done in all the 23 thousand 13 Gram Panchayats. A senior officer of the rank of Engineer-in-chief has been appointed as Director Quality at the state level for ensuring quality in MNREGA works. Besides, over 900 sub-engineers and over 23 thousand employment assistants have been appointed on contract basis who are computer-literate as a result of which informations are being exchanged rapidly and development works are being implemented smoothly.
Commissioner MNREGA Dr. Ravindra Pastor informed that a transparent system of social audit has been ensured under which audit details are being posted on website. Besides, information regarding MNREGA works in Madhya Pradesh is also being made available on “Facebook”. A call centre has been set up to redress MNREGA-related complaints where a toll-free number has been install to register complaints.
During review of works under PMGSY, Shri Jairam Ramesh informed that the scheme’s second phase will get underway soon. Madhya Pradesh will also be linked with it from April 1, 2014. In the second phase, all existing roads constructed under the scheme will be upgraded and widened.
Additional Chief Secretary Smt. Sharma informed that the State Government has improved 4,115 kilometre out of 12 thousand kilometre long roads in the state, which are five-year-old. She informed that road construction targets for three districts included Anuppur, Balaghat and Dindori in the first phase will be completed with the sanction of 7,200 kilometre long new roads.
At the meeting, Shri Jairam Ramesh gave in-principle sanction to proposal for shades in schools for Mid-day Meal scheme. He also gave consent to proposals to get 50 percent watershed area development works done through voluntary organisations and remaining works under PPP mode with corporate sector.
At the meeting, livelihood programmes underway in Madhya Pradesh and pension schemes under the Social Justice Department were discussed. Union Joint Secretary Shri Rajesh Bhushan, Director MNREGA, Government of India, Shri H.P. Vashisth, New Delhi-based Advisor to UNDP Smt. Meenaxi Mang, Commissioner MNREGA Shri Vishwamohan Upadhyay, Secretary and Commissioner Social Justice Shri V.K. Batham and departmental officers were present in the meeting.
