Achievements of 2016 praised and targets given for 2017: CM
Bhopal. Giving target to police to eliminate all mafia, Chief Minister Shri Shivraj Singh Chouhan said that effective police administration is needed for corruption-free administration. He said that law and order is essential condition for development. Shri Chouhan was discussing today priorities and targets for new year with senior police officers in a high level meeting at Police Headquarters. He greeted police officers on the occasion of new year.
Instructing them to have a dialogue with eminent persons in each district once in a month, Chief Minister Shri Chouhan said that the police would get full cooperation from them. He said that coordination should be must between SP, IG and DIG for effective control over crime. He issued instructions to field officers that they should prepare list of crimes of all types, organised crimes and mafia and launch drive against them. He said that strict action would be taken against those who shelter them.
Immediately arrest those molesting girls
Taking seriously the cases of molestation with girls, Shri Chouhan said that anti social elements molesting girls be arrested immediately and strict action be taken against them. He said that strict laws are needed to prevent cases of molestation. He instructed police officers concerned to prepare draft for the laws. Taking seriously the crime against women, he said that the initiative ‘Samarth Sangini’ launched in Betul district, should be executed in other districts also. He appreciated Gwalior police for cracking down a gang involved in human trafficking. He also lauded Ratlam police for unearthing gang of arm suppliers. He said that such gangs involved in human trafficking specially trafficking of girls, should be under watch glass.
Chief Minister set priorities for the New Year, appreciating the law and order and achievements of police in the year 2016. He said that Madhya Pradesh police are better as compared to other states’ police. He appreciated police personnel for working with human angle in Simhastha. He said that SIMI network had been destroyed and naxal activities are under fully control.
The Chief Minister said that Madhya Pradesh is known for its communal harmony and peace. Police administration should dialogue with all section to maintain it and take appropriate action after it. He said that dialogue with public representatives, helps to solve problems related with law and order. The Chief Minister said that intelligence inputs have come regarding some groups which are indulged in instigating innocent people against the government and government system and they are creating interest towards naxalism. Such groups should be identified and strict action be taken against such groups.
Shri Chouhan asked to keep a watch on slums where criminals can take shelter. Shri Chouhan said that transparent investigation should be carried out in cases related with scheduled caste, scheduled tribe atrocity, dowry laws and information technology laws. Instructing to follow merit first in the promotion of police officers, the Chief Minister said those who are performing better, should be encouraged with regular dialogue. He said regular dialogue should be started with lower level staff.
Make intelligence system stronger
Directing to make stronger intelligence system, the Chief Minister said intelligence system of each police station should be stronger so that there could be effective control over crime. He said that there is need to share important intelligence inputs of police with other departments so that they can be vigilant and take timely action. He instructed to be more vigilant regarding terrorists activitie.Regarding this, he asked to use inter-state information network effectively.
Strengthen CID further
Shri Chouhan issued instruction to consider role of CID in new context and strengthen it. The Chief Minister asked to keep extra alert in tackling cyber crimes, in view of possibility of cyber crimes in the digital economy era. He asked to make at least one police station in the district, with specialty in solving cyber crimes. He issued instructions to launch training drive for people regarding possible cyber crimes alert and avoid them.
In view of rising death cases in road accidents, the Chief Minister asked to hold road safety meeting every month in districts. Shri Chouhan instructed to carry out a survey in reference to Bihar, Gujarat and Madhya Pradesh on tendency of crimes due to liquor addiction and increase in rate and said stern decisions would be taken after the study.
Discussion with district superintendent of police
After meeting with senior police officers, Shri Chouhan had discussion with District Superintendents of Police through video conference. He greeted all SPs on new year. He said that Madhya Pradesh police have brighter image. He said that there would be effective control over crimes when SDOP, CSP and SPs would continue visit field and use available resources better. He said that corruption free police administration and elimination of mafia are top priorities. All districts should set their target and eliminate all types of mafia. Crimes won’t occur, if IG and SP have working with coordination. For this, carry out regular inspection of police stations. Taking cognizance over complaints of poor, women, farmers and destitute people and take action on them.
Every district make disaster management plan
Shri Chouhan said that timely and effective action should be taken against accused in crimes against scheduled tribes and scheduled caste. Dialogue with related community and people for maintaining communal harmony. Planning in advance should be made in view of festivals and on the occasions of socially important. Launch drive against goons. There should be cent per cent execution on warrants and summons. Keep a watch on agencies like operating chit fund so that people can not be deceived. Policy of zero tolerance be maintained over terrorism. Superintendent of police should maintain extra alert in security in jails. Construction of religious places should not be allowed without permission. Every district should prepare disaster management plan. Work regularly with district administration for road safety.
The Chief Minister said that collector and SP should have meeting every month for law and order and inform police headquarters. He said that confidential service rolls should be written based on duty, execution and performance. Shri Chouhan appreciated dial 100 and said, efforts should be made to reduce time in reaching this service on spot.
MP e-cop mobile app launched
The Chief Minister launched MP e-cop mobile app and portal in the meeting. People have been availed many facilities through the app. They can inform about missing documents and mobile from home. Secret information can be shared without informing name, to police. SMSs can be released to relatives in case of crisis. Important telephone numbers have been given on the app. Report regarding missing things can be seen. Information about missing persons and unidentified bodies can be taken from there. Also, information about stolen and recovered vehicles can be seen. The link to open the app is http://citizen.mppolice.gov.in and it can be downloaded from Google play store.
Director General of Police Shri Rishi Kumar Shukla informed about action plan on priorities of 2017. He said that special action plan is being prepared to tackle crimes against women. Plan is being made to create awareness among public on cyber crimes considering its possibilities. Action is being taken to curb objectionable messages spread through social media.
