Artisans of state to be registered by launching campaign

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has said that traditional artisans’ occupations will not be allowed to be snatched. Every possible effort will be made to ensure that artisans’ living standard improves and they get employment opportunities with dignity. All artisans in the state will be registered by launching a campaign. An action plan will be chalked out for ensuring benefits of modern techniques and skill upgradation to artisans.
Shri Chouhan was addressing Karigar Panchayat at his official residence here today. At the panchayat in the series of mega meetings with various sections of society, the Chief Minister announced a number of gifts for artisans. Commerce, Industries and Employment Minister Shri Kailash Vijayvargiya and Panchayats & Rural Development Minister Shri Gopal Bhargava were specially present on the occasion

Chief Minister Shri Chouhan said that earlier, village was a comprehensive unit and artisans living there used to get employment in the village itself. Traditional craft was transferred from generation to generation. Price of development was paid by artisans as major industries started taking over their occupation. Quoting Mahatma Gandhi and Pt. Deendayal Upadhyay, the Chief Minister said that it should be “Production by masses instead of mass production”. He said that voice will be raised throughout the country to highlight artisans’ problems.

Making announcements in the interest of artisans, the Chief Minister said that all artisans will be registered by launching a campaign. The registered artisans will be given benefits of assistance for maternity, marriage and treatment, scholarships and ex-gratia assistance in case of death. An action plan will be chalked out to extend benefits of modern techniques and skill upgradation to artisans. Arrangements will be made to ensure that artisans get raw material and capital for employment easily. Shops in village haats will be reserved for artisans. Shri Chouhan said that Rs. 5000 subsidy will be given to artisans on initial capital loan and loan worth Rs. 5000 will be interest-free. Subsidy of Rs. 25 thousand will be given on loans over Rs. 10 thousand upto Rs. 5 lakh and 5 percent loan subsidy will be provided for 5 years. Implements will be made available to artisans under Mukhyamantri Karigar Swarozgar Yojana. Shops will be provided to artisans to display and sell their products in craft fairs and exhibitions. Registered artisans will be provided Rs. 5000 maternity assistance, Rs. 15 thousand for marriage of daughter, Rs. 500 to Rs. 5000 scholarships to children from class I to post-graduation, prizes worth Rs. 500 to Rs. 5000 for talented students, financial assistance upto Rs. 3 lakh for treatment, Rs. 1 lakh to family on unnatural death, Rs. 25 thousand in case of natural death and assistance worth Rs. 75 thousand will be given on suffering disability. Children of artisans will be provided incentive worth Rs. 10 thousand on taking admission in medical college and Rs. 7 thousand on getting admitted to engineering college. First 500 children appearing in class XII merit list will be provided assistance worth Rs. 25 thousand each. They will be given Rs. 25 thousand each on clearing prelims of Union Public Service Commission and Rs. 50 thousand on passing the main exam. Shelter homes will be constructed for artisans coming to cities in search of employment. Knowledge of Agaria blacksmiths will be patented and efforts will be made to help them obtain legal permission for mining of iron ore. Karigar Credit Card scheme will be considered. Separate panchayats will be held for nomadic and semi-nomadic tribes.

Industries Minister Shri Kailash Vijayvargiya said that Madhya Pradesh is the first state in the country, which has initiated process to solve problems of various sections by holding direct dialogue with them. He said that all sections of society have been invited to chalk out solutions to problems through direct interaction. He stressed the need for promoting traditional crafts for development of artisans.

Khadi & Village Industries Board Chairman Shri Satyanarayan Sattan said that this is for the first time that government has paid attention of artisans’ problems. The Chief Minister has convened this panchayat for honouring artisans and their craft.

Principal Secretary Village Industry Smt. Shikha Dube informed that about 3 thousand artisans participated in the panchayat including 65 artisans of Agariya tribe of Dindori district who produce iron from stone.
