Black money is root cause of corruption : CM
Bhopal : Chief Minister Shri Shivraj Singh Chouhan described the use of black money in election as root cause of corruption. He sought nationwide debate on electoral reforms. He stressed the need for reconsidering the dual education system. Shri Chouhan was addressing the Independence Day celebration function here today. He took salute of the ceremonial parade and honoured police personnel with medals. Extending greetings to people on the Independence Day, he paid tributes to the martyrs.
The Chief Minister announced additional instalment of 7 percent dearness allowance for the state government employees as Independence Day gift to them. The instalment would be payable from August 2012. Pensioners will also get the benefit.
Shri Chouhan said that elections go on so frequently that the precious time is lost and development processes are affected. He said that the elections to Lok Sabha and State Assembly should be held only once in five years. There should be fixed tenure of State Assembly. In case of death of any member of Lok Sabha or State Assembly, another member on the basis of votes on political party should get a chance. He stressed on state funding to meet election expenditures. Election Commission should provide funds to political parties and take action against those spending more than the allocated funds.
Shri Chouhan stressed the need for reconsidering the dual education system saying that the same educational facilities should be available to children of the poor and the rich families. He said that scheduled casts, tribes and weaker sections should get enough representation in industries and government services. Expressing concern over the inflated rates of fertilizers, he said that these should be immediately reduced. Farmers should not be left to the mercy of international market.
The Chief Minister said that Madhya Pradesh is achieving new milestones in its development journey with the painstaking labour of people and government’s initiatives. In last five years, the state has achieved excellent growth rate exceeding the targets. The agriculture growth rate has increased by two fold. He said that the state needs passion for development and enthusiasm with which war for independence was fought.
Referring to the impressive growth rate in agriculture sector, Shri Chouhan in his address to people attributed country’s highest 18 percent growth rate in farm sector structural and farmer-centric reforms. He said that the farmers would be given interest free cooperative farm loans worth Rs. 10 thousand crore this year. Besides, Rs. 100 per quintal on purchase of paddy would also be given to farmers.
Highlighting the achievements in irrigation sector, Shri Chouhan said that this year additional irrigation potential would be created on two lakh hectare for rabi crops this years. He said that all regions Malwa, Mahakaushal, Vindhya and tribal regions will be getting extended irrigation facilities with the completion of major irrigation projects namely Chambal, Bansagar, Bariyarpur, Bargi, Mahi and Rajiv Sagar. Narmada water will replenish Kshipra to meet the requirements of Malwa region.
Underlining the initiatives for power generation, the Chief Minster said that power generation capacity in last 8 and half years have increased by four thousand megawatt. Private sector participation is being promoted in renewable energy sector. Madhya Pradesh is going to be the first state in the country to have Akshay Urja shops in every block. Country’s biggest solar energy plant is coming up in Neemuch district, he added.
Talking about industrial development scenario, Shri Chouhan said that initiative s for increasing industrial investment to maximum job opportunities for the state’s youths have started giving results. Madhya Pradesh is fast emerging as new investment destiny. As many as 27 new industrial areas involving a cost of Rs. 3000 crore will be coming up soon. About infrastructure development, Shri Chouhan said that road connectivity has improved. The rural and urban roads measuring 80 thousand kms have been constructed. Internal roads are being constructed in villages under the Panch Parmeshwar Yojana in which Gram Panchayats will get Rs. 1900 crore this year. The focus would be on construction of Anganwadi and Gram Panchayat buildings.
The Chief Minister informed that the houseless and the poorest families of scheduled castes and tribes have been provided 5,500 housing units under Mukhya Mantri Antyodaya Awas Yojana. As many as 21 thousand housing units are being constructed under Mukhya Mantri Awas Mission. In order to provide 24 hour power supply to rural houses and 8 hour to farm sector, division of over six thousand feeders is underway at war footing. He informed that in the first phase of Maryada Abhiyan, 15 lakh rural houses will have lavatory.
Referring to urban infrastructure development, Shri Chouhan said that schemes worth Rs. 132 crore for 37 cities are being started. Action plans for cities along the bank of Narmada have been chalked out to keep the Narmada water intact from pollution.
Elaborating the steps in education sector, Shri Chouhan said that over one lakh teachers are being appointed. Madhya Pradesh is the pioneer in terms of implementing the Right To Education Act. Job oriented syllabi will be taught in colleges. Atal Bihari Vajpayee Hindi University and Buddhist University will soon come up.
The Chief Minister said that 25 thousand students of scheduled castes, tribes and minority families will be given job-oriented training while 15 lakh youths will be given training in skill development in coming years under the Skill Development Mission. The districts without Industrial Training Institutes will soon have them and at least six trades will introduced. Women will get trades of their choice.
Promoting local sports, archery centre will be set up at Jabalpur. He said that budget of Rs. 136 crore has been allocated for promotion of sports and sportspersons.
Underlining the efforts to improving health facilities, Shri Chouhan said that under the Total Health for All strategy, every village is having Gram Arogya Kendra and all districts will have 108 Ambulance Service. About sustainable harnessing of forest wealth, Shri Chouhan said that net profit of disposal of bamboo will be given to workers engaged in bamboo cutting. The first batch of pilgrims under the Mukhya Mantri Tirth Darshan Yojana will leave for Rameshwaram from Bhopal on September 03, 2012.
The Chief Minister said that the dialogue sessions with various sections of the society will continue because participation of people and stakeholders is a must before finalizing schemes and realise the vision of inclusive growth. He informed that Lok Seva Kendras are being set up at block level. The use of Information Technology is being promoted for transparency and increasing work efficiency. Eight special courts have been set up at Bhopal, Indore, Gwalior and Jabalpur to speed up disposal of cases relating to corruption and to put an effective check on corruption.
A modern training school for special security forces has been sanctioned. Mukhya Mantri Award and Medals will soon be given to the police personnel for their outstanding performance. Tantya Bhil Award will be given to the police personnel for their excellent performance in controlling atrocities against forest dwellers and weaker sections. Similarly Rani Laxmibai Award will be given to those controlling crimes against women.
The Chief Minster also congratulated the police personnel, homeguard and revenue officials who did outstanding work in rescue operation during the recent flood situation.
