Cabinet approves guidelines for MLA Constituency Development Fund

Bhopal: A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan today approved the guidelines for MLA Constituency Development Fund. As per the guidelines, as an exception an MLA will be able recommend to provide funds upto Rs. 5 lakh for such work in one year which can be used by people of entire district or state outside his Vidhan Sabha constituency, but within Madhya Pradesh.

Madhya Pradesh Vidhan Sabha Constituency Development Scheme is being implemented since July 29, 1994. Under the scheme, an MLA can recommend such small works only within his constituency, which can be completed in one or two seasons.

The guidelines have been prepared keeping in view problems being faced in the scheme’s implementation and as per requirements. The guidelines have been amended following preparation of an integrated amendment proposal on the basis of proposed works recommended by MLAs. Suggestions from ministers have also been included in it.

Under the scheme, district collectors are authorised to sanction works upto Rs. 25 lakh each. Works to the tune to Rs. 25 lakh to 50 lakh will be sanctioned by divisional commissioners. Sanction will be accorded by the State Government if the amount is above Rs. 50 lakh. MLAs are expected to put forth proposals for construction works generally before February 28 every year. According to the guidelines, concerning district collector should accord sanction to the work within 30 days. if a work is not possible to be done or cannot be sanctioned, then information to this effect should be provided to concerning MLA within 30 days. As far as possible, district collector should accord sanction to all recommended works before March 15.
