CM directs officials to start Women’s helpline from January 1

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has directed to initiate immediate steps to eliminate possibilities of crimes against women. Directing to launch women’s helpline from January 1, 2013, he said that immediate action will be taken on complaints received through it. Shri Chouhan directed to set up a fast track court in each district to complete investigation process and legal proceedings in rape cases to sentence the accused at the earliest. Shri Chouhan was reviewing law & order situation at a high-level meeting at his residence here today.
Shri Chouhan said that letter will be written to the Union Government regarding amendments in concerning laws for deterrent punishment to accused of rape cases. If needed, the State Government will also frame necessary laws.
Chief Minister Shri Chouhan said that judicial process is delayed due to late receipt of medico-legal report. Therefore, now it will be mandatory for concerning doctors to submit report within 24 hours. For this, basic training will be imparted to medico-legal doctors in districts also. Besides, he also directed to present challan against accused within 15 days.
Shri Chouhan said that an intensive campaign will be launched in the state for creating self-confidence in women and instilling sense of security in them. He said that safeguarding women and girls’ dignity and safety is the State Government’s top priority. Accused will never be let off and punishment will be ensured at the earliest by expediting legal process.
Mukhyamantri Nari Samman award
Shri Chouhan said that a special task force will be carved from existing police force in every district. This force will be active for prevention of crimes against women and incidents of eve teasing. He said that Mukhyamantri Nari Samman award will be given to protectors of women from atrocities and violence. The state-level award will carry Rs. one lakh and district-level award Rs. 50 thousand.
The Chief Minister stressed the need to discourage tendency of making efforts to influence by accused party taking advantage of delay in completion of legal process in cases of crimes against women and eve-teasing. For this, investigation process will have to be accelerated. He said that it is not proper to remain confined only to filing FIR against the accused. Strict action will be taken against the officers and employees who cause undue delay in completion of these formalities.
Superintendents of police to be held responsible
Shri Chouhan instructed senior police officers to take action against superintendents of police holding them responsible when cases of outrage of women’s modesty come to light. Every socio-economic help will be extended to victim women. Officers of the Women & Child Development Department will swing into action to sooth the woman victim psychologically and boost her morale.
Master trainers for imparting marshal art training
Giving directives to take action regarding training of judo-karate to women through mutual coordination between the Sports, Police and School Education Department, Shri Chouhan instructed to raise master trainers for it.
Shri Chouhan informed that dialogue sessions will also be held in district to create sensitivity and awareness in people on issues pertaining to women’s self-respect. Films giving inspiration in this regard will be screened in cinema halls and through cable network. Chief Minister’s appeal and message will also be telecast. Candle marches will be taken out in colleges and schools to link youths with the campaign. The Chief Minister directed to install close circuit TV cameras on all the crossings in the city.
Chief Minister Shri Chouhan directed to take immediate action against people found guilty of domestic violence. He said that such cases will be reviewed every week. Special discussions will be held at Gram Sabhas on ensuing Republic Day to create awareness among people on this issue and motivate to safeguard women’s modesty.
