CM urge Central Government to release funds under MNREGA
Bhopal: Chief Minister Shivraj Singh Chouhan has urged the Union Government to release Rs. 1076 crore for payment to SC, ST and landless beneficiaries benefited in the state under Mahatma Gandhi Rural Employment Guarantee Scheme. In a letter to Union Rural Development Minister Shri Jairam Ramesh today, Shri Chouhan said that payment to labourers cannot be made since funds have not been made available by the Union Government and new works are also not being started under the scheme.
Referring to negative attitude of the Union Rural Development Ministry towards the state, Shri Chouhan said that the State Government is committed to ensure that eligible beneficiaries under the scheme do not face any difficulty and get their dues in time. He said that Madhya Pradesh government is committed to implement the scheme in the best manner. Explaining status of income-expenditure in the letter, the Chief Minister informed that adequate funds are not available for forthcoming months.
Giving detailed and factual information, the Chief Minister informed that funds are being provided by the Union Ministry on the basis of data of management information system whereas the State Government is demanding funds on the basis of actual availability of funds in districts. He clarified that this situation has cropped up as a result of discrepancy in source data. The state has provided information about funds’ availability and expenditure to the Union Rural Development Ministry in the past also. The Chief Minister referred to steps initiated in the state to prevent irregularities and prompt redressal of grievances and problems. Besides, he also referred to strict action initiated against guilty officers.
Referring to skilful management of State Employment Guarantee Fund, the Chief Minister informed that 22 thousand 21 Gram Sahayaks are also being recruited in the state. So far, 16 thousand Gram Sahayaks have assumed charge. In his letter, Shri Chouhan said that laptops have been made available to Gram Panchayats in the state for starting process of online e-muster and e-payment by entering data into NREGA software developed by the Union Government. Bank mapping has been undertaken in every district for timely payment to labourers. In the areas devoid of bank, payments are being made to labourers through business correspondence, mobile banks, kiosks, biometric ATM and micro bank branches. In his letter, Shri Chouhan said that the works’ pace was slow during the first six months of the financial year 2012-13 as a result of excessive rains in the state, but it has picked up now.
