Every citizen should contribute in state’s rebuilding: CM

Bhopal: On the occasion of Republic Day, Chief Minister Shri Shivraj Singh Chouhan has exhorted people of the state to contribute their best in rebuilding Madhya Pradesh. He said that every citizen of Madhya Pradesh has an important role to play in this task. Fresh direction and acceleration in pace of development works can transform the state. Shri Chouhan was addressing Republic Day function at Sagar today. Shri Chouhan took salute after hoisting the National Flag.
Chief Minister Shri Chouhan said that the State Government is committed to ensuring all-round development of villages. Initiative is being taken to make cities of the state clean, beautiful and convenient. Shri Chouhan said that under “Maa Tujhe Pranam” scheme, youths will be sent on exposure visits to the country’s international borders. On the basis of population, 21 thousand new posts have been sanctioned in the police force. Suvidha Swasthya Suraksha Yojna has been introduced for police personnel in private hospitals. New schemes have been launched on the basis of dialogue held during panchayats convened to ensure people’s participation and know their problems.
The Chief Minister said that initiatives taken during last nine years and results yielded by them have been lauded throughout the country. The Union Government conferred Krishi Karman Award to Madhya Pradesh this month for highest food grains production in the country last year. State’s economic growth rate was about 12 percent last year. The state now stands front row states. Shri Chouhan said that direct cash transfer arrangement has been made in the interest of farmers. Crop loans worth Rs. 12 thousand crore will be provided to 35 lakh farmers during next financial year. In it, the State Government will provide loan subsidy worth Rs. 540 crore.
Referring to unprecedented success in the context of changed irrigation scenario in the state, Shri Chouhan said that this year 25 lakh hectare area will be brought under irrigation surpassing the target of 24 lakh hectares. Referring to linkage of Narmada waters through lift irrigation method with Kshipra, Kali Sindh, Parvati and Gambhir rivers, he said that the first phase work for flowing Narmada water in the originating point of Kshipra river has been started. It will benefit 3 thousand villages and 73 towns.
Farmers of the state have increased production of horticulture crops by two and a half fold and vegetable production three fold. Five lakh additional area has been brought under horticulture crops. A policy has been chalked out to promote establishment of horticulture hub for post-harvest management and boosting food processing. Fish farming was undertaken in 3 lakh 65 thousand hectares out of total 3 lakh 72 lakh hectare water area in the state.
Shri Chouhan said that through Atal Jyoti Abhiyan, rural population in the state will get power supply for 24 hours and farmers for minimum eight hours. A new policy has also been introduced for development. Referring to roads, the Chief Minister said that 90 thousand kilometer roads have been constructed during last nine years.
Reiterating commitment towards all-round development of villages, the Chief Minister said that city-like facilities are being made available in villages under Mukhyamantri Peyjal Yojna, Mukhyamantri Aawas Yojna, Atal Jyoti Abhiyan and Panch Parmeshwar Yojna. Over 11 thousand all-weather roads measuring 51 thousand kilometers have been constructed under Mukhyamantri Gram Sadak Yojna. Funds are being provided directly to Gram Panchayats under Panch Parmeshwar Yojna for construction of drains and internal roads. Besides, Rs. one crore each in lump sump annually has been provided to Zila Panchayats and Rs. 25 lakh each to Janpad Panchayats.
Referring to constitution of Madhya Pradesh Water Corporation, Shri Chouhan said that exercise is underway to make available drinking water to 614 villages through 27 surface water-based schemes. Work to construct e-panchayats is also being undertaken to link Gram Panchayats with information technology. Cases of on lakh houseless villagers have been sanctioned under Mukhyamantri Aawas Mission. Over 12 thousand villages have been freed from the curse of open-area defecation under Maryada Abhiyan. Madhya Pradesh is pioneer in the country in construction of permanent assets under Mahatma Gandhi National Rural Employment Guarantee Act. Facility of ultra small bank has been made available in and around 7 thousand 372 villages to ensure prompt payment of MNREGA wages. Rural Livelihoods Mission has been launched in all 50 districts of the state.
For expanding sports activities in villages, sports grounds are being developed at the cost of Rs. 361 crore in 11045 Gram Panchayats. Exercise is underway on a war-footing to make 708 majra-tolas in the state as revenue villages. Honorarium payable to panchayat representatives has been increased. For first time, per meeting allowance will be given to panchas. Sarpanchas’ powers to sanction funds for development works have been enhanced. About Rs. 2 thousand crore has been made available to 174 urban bodies under Chief Minister’s Urban Infrastructure Development Scheme. Schemes have been sanctioned for 42 cities under Mukhyamantri Shehri Peyjal Yojna. Assistance amount under Mukhyamantri Kanyadan Aur Nikah Yojna has been increased from Rs. 10 thousand to Rs. 15 thousand.
Separate courts have been set up in 9 districts for speedy disposal of cases of crimes against women. Besides, 52 courts of Additional Judicial Magistrates will also be established. Women’s helpline and call centre has also been launched from January 1, 2013 to ensure prompt action on women’s complaints.
Referring to 150th birth anniversary of Swami Vivekananda, Chief Minister Shri Chouhan said that it is being celebrated throughout the state. New job-oriented courses as per local and industrial requirements and demand of market have been introduced in ITIs and skill development centres. A special scheme has also been chalked out to impart skill development training to 25 thousand youths belonging to reserved classes.
Shri Chouhan said that so far higher education loans have been made available to 95000 students under Higher Education Loan Guarantee Scheme. Issuance of duplicate marksheets and corrections therein will be brought under the purview of the Public Service Delivery Guarantee Act. Laptops will be given to students of government or private schools having secured over 85 percent marks in class 12th examination conducted by Madhya Pradesh Board of Secondary Education. Shri Chouhan said that about 20 lakh persons will get jobs under Rs. 3.77 lakh crore MoUs signed at the Global Investors Summit held in Indore from October 28 to 30, 2012. He said that over 25 fold increase has been made in the budget of Sports and Youth Welfare Department during last 9 years. He said that Mukhyamantri Yuva Olympics will be held at the development block, district and state levels. Winners will be sent on the visit to Vivekananda Rock Memorial, Kanyakumari.
In connection with Sardar Vallabh Bhai Patel Free Medicine Distribution Scheme, the Chief Minister said that patients belonging to every section of society are being provided free medicines in all government health institutions. Shortly, free pathology tests will also be conducted. Anganwadi-cum-village health centres have been established in state’s 49 thousand 970 villages. Dialysis units are also being set up in 34 district hospitals.
Shri Chouhan said that food grains are being made available by the State Governemnt at Antyodaya Anna Yojna rates to 65 thousand 634 senior citizens and aged couples who alive alone in villages. Number of services under Public Service Delivery Guarantee Scheme has been increased. The state has been conferred United Nations Public Service Award. Over ten states of the country have replicated this Act of Madhya Pradesh. Broadband facility will be made available to all 23 thousand Gram Panchayats in the state.
