MP assembly speaker request to amend the Cantonment Act, 2006

BHOPAL: Ishwardas Rohani Madhya Pradesh assembly speaker has requested the Centre to restrict military interference in civil areas by amending the Cantonment Act, 2006.

Rohani wrote a letter to defence minister AK Antony saying, “There exists a need for greater participation of the district administration. The collector’s permission should be imperative prior to any coercive step in civilian colonies.” The 15-page missive’s copies were released to the media recently.

Rohani, who represents Jabalpur Cantonment, called for enhancement of the civil area, restriction of army interference in Nazul land and taking of steps to ensure that benefits provided under state government schemes could be reaped by the residents staying in cantonment area.

“The Centre’s housing schemes, which are being implemented by the state regime in other regions, must also be allowed to be implemented in cantonment regions. Due weightage should be accorded to the role of the civil area committee and greater autonomy provided to it,” he wrote.

“The lease period of bagicha areas should be increased and development work in such areas must be initiated. Sections 34 and 35, which deal with removal of an elected member (from the Cantonment Board) and consequences of removal, are harsh and arbitrary. These should be struck down as irrational,” he wrote. Military personnel posted for brief duration must not enjoy voting right for electing representatives in Board elections.
