MP become the first state to register 22 lakh 59 thousands labourers

Bhopal: Madhya Pradesh has become the first state in the country to register 22 lakh 59 thousand labourers under Madhya Pradesh Building and Other Construction Workers Act. Chief Minister Shri Shivraj Singh Chouhan has said that Madhya Pradesh should also be made pioneer state in making facilities available to labourers and their families.
Shri Chouhan was reviewing activities of the Labour Department here today. Labour Minister Shri Jagannath Singh, Chief Secretary Shri R. Parasuram, Principal Secretary Shri Ajay Tirkey and Labour Commissioner Shri Sanjay Dube were present at the meeting.
It was informed at the meeting that Construction Workers Board was constituted in the state in year 2003. Madhya Pradesh is far ahead of other ten states which had started registration of labourers ten years before the state. So far, Rs. 675 crore has been realised from builders for ensuring labour welfare. This amount is used for extending effective assistance for scholarships to labourers’ children, free treatment and meeting expenses on marriage, death etc. During last six months, assistance worth Rs. 56.50 crore has been made available to three lakh labourers and their families. The Chief Minister directed that building construction cess should be realised with total transparency. Recovery should be made from all the eligible construction works.
It was informed at the meeting that cess has been assessed following identification of over 4 thousand building constructions during the last quarter. Cess is levied on the cost on basis of collector rate. This will lead to recovery of over Rs. 150 crore. Fine is imposed on failure to pay building construction cess with two percent interest.
It was informed at the meeting that for increasing quality of inspection and the Labour Department has decreased the number of inspections from 75 per month to 50 per month. It has been found during reviews that the Labour Department has achieved more than 100 percent targets under maternity, marriage, education, talented students awards and all other beneficiary-oriented schemes. Chief Minister Shri Chouhan congratulated the department for these achievements. A proposal regarding restructuring the Labour Commissioner organisation was also put forth at the meeting.
