Renewable energy to reach door to door after implementation of Madhya Pradesh Decentralized Renewable Energy Policy 2016
Bhopal. Minister of state for New and Renewable Energy (independent charge) Shri Harsh Singh said that renewable energy will reach door to door after implementation of Madhya Pradesh Decentralized Renewable Energy Policy 2016. He said the policy was approved in cabinet meeting today.
Minister of state Shri Harsh Singh said the aim of the policy is to promote development of decentralised renewable energy based electricity projects. Also, the aims include reduction on dependency on traditional sources of energy, reduce carbon emission and production of sustainable energy for the future. The government will promote the operation of decentralised renewable energy systems, established in premises and connected with grids and metering, wheeling and banking, base load supply and off-grid plants. Shri Singh said that renewable energy would reach door to door after implementation of the policy.
Net metered Renewable Energy Plant
Electricity produced in a premises through a plant installed there, will be consumed first in the premises in the new policy. Surplus power (if any) will be diverted to the grid. If electricity consumption is more than the production of power from the renewable energy plant, additional electricity will be taken from grid. Energy auditing will be done through discom under the system. Renewable Energy plants will be established and operated under Madhya Pradesh Electricity Regulatory Commission (Grid connected net measurement) regulation 2015. The plants will be set up on building structure, land or any part or combination of beneficiaries.
Wheeling and Banking with net metering
In the policy, renewable energy produced in premises can be supplied to any part of the state. It includes the premises where electricity is produced. Supply of electricity produced will be made on the conditions decided on mutual consent, using wheeling and banking system under the system. Energy auditing will be carried out between producer, discom and consumer (if he is separate). It is not required for supply or consumption of renewable energy that electricity producer is retail consumer of discom. It will be done even via supply relations with discom through banking or wheeling.
Export of electricity is not from premises
The policy will be effective for beneficiary who sets up renewable energy plant for the power to be used in the premises itself and not exporting outside. In the cases, there will be energy auditing between renewable energy beneficiary and discom.
Off grid renewable energy system
The decentralised renewable energy policy will be effective for beneficiaries who set up off-grid renewable energy system to supply to the loads which are not connected with any grid.
Beneficiaries will get benefit of energy banking under net metering system. If power production through renewable energy plant is more than the consumption in premises, the surplus energy will be fed to the grid. If consumption is more than the production of renewable energy plant, the remaining energy will be taken from grid and consumer will pay only for energy taken from the grid. Special electricity meters will be installed in the system which will record import and export both at a time.
Renewable energy will have its reach door to door after the implementation of the policy. Renewable energy department will not charge any registration fee from beneficiary in the policy execution. Benefits of grants declared time to time by the state and centre governments for setting up roof top solar systems will be given to different categories beneficiaries.
