Sectoral seminar “PPP Model-Challenges of Swiss Challenge”
Bhopal: All sectors in Madhya Pradesh are open for Swiss Challenge Model of public-private participation (PPP). Experts speaking at sectoral seminar on “PPP Model-Challenges of Swiss Challenge” during Global Investors Summit at Indore today lauded Madhya Pradesh government’s policymaking initiatives for this. Finance Minister Shri Jayant Malaiya also participated the seminar.
PPP expert Shri Abhay Krishna Agrawal in his presentation on “Swiss Challenge Procurement” threw light on all its aspects. He said that this model has been highly successful in transport sector. Capacity of governments increases manifold through this model. It must be ensured that process started once under the model is not left incomplete. It should also be ensured that no bidder should left midway once he starts working. He lauded Madhya Pradesh government for regulatory steps in this sector. He said that this model might not be very popular, but several states of the country and a number of countries have undertaken works under this model successfully. Some states have also chalked out Swiss Challenge Framework.
Investment Officer of International Finance Corporation, Shri Dirk Sommer gave a presentation on unsolicited proposals received under Swiss Challenge Model and informed about its relevance. He gave examples of historic works done under the model in various countries. He referred to sewage canal in Egypt, Canal de Midi in France and works done in Chili, Australia, Philippines and Korea. He said that the process started in sector in Madhya Pradesh is bound to meet with success. In Madhya Pradesh’s policy, provisions have been made after thoroughly studying PPP sector’s requirements.
Commissioner Institutional Finance and Secretary to CM Shri Vivek Agrawal discussed works being undertaken under Swiss Challenge Model in several states of the country. He informed about works undertaken in Tamil Nadu, Punjab, Andhra Pradesh, Gujarat and Kerala. He said that proposals for IT Cloud Competing and Rural BPO sectors have been received under this model in Madhya Pradesh. The first proposal is for setting up BPOs in rural areas. Investment of Rs. 143 crore will be made in 5 years and each BPO will provide jobs to 200 youths. Shri Agrawal informed that all sectors for this model are open in Madhya Pradesh.
