State’s Faster Development Needs the Same Passion Shown by Revolutionaries in Freedom war

Bhopal. The Chief Minister Shri Shivraj Singh Chouhan has said that it needs the same passion and energy for faster development of the State as exhibited by revolutionaries during freedom movement. He urged the citizens to discharge their duties with dedication and dedicate themselves to progress of the State with new resolutions.

Greeting the people on the auspicious occasion of Independence Day, Shri Chouhan in his address said that the dedicated efforts for development continue. He paid tributes to the martyrs. Shri Chouhan was addressing the state-level function of Independence Day celebration at Motilal Nehru stadium here today. He hoisted the national flag and took salute of the ceremonial parade.

Shri Chouhan made an announcement to form Cabinet on Employment to explore job opportunities and facilitate eligible persons to get employment. A campaign would be launched for this, he added.

The Chief Minister also said that the daily wage employees will be treated like permanent employees so that they also get benefits of pay scale, pay increase and dearness allowance etc. Besides, they would also be absorbed in other departments according to their eligibility. The dependents of those working as work charged employees will also be eligible for compassionate appointments. The Government employees will get the benefit of seventh pay scale. The amount of social security pension will be increased.

Referring to Yaad Karo Kurbani programme launched recently by the Prime Minister Shri Narendra Modi from Azadnagar – the birth place of Martyr Chandra Shekhar Azad in Alirajpur district Shri Chouhan said that a Shourya Smarak at Bhopal and Bhima Nayak memorial at Dhawabawdi at Barwani will be dedicated to people soon. He said that the Prime Minister has emerged as global leader.

Shri Chouhan said that the state government is committed to establishing an egalitarian society in which benefits of development reach out to all the needy without any bias.

Referring to the economic progress of Madhya Pradesh, the Chief Minister said that it is moving faster. Economic growth continues to be in the double digit.

Department of Happiness

Shri Chouhan said that Madhya Pradesh is the first State to have set up a Department of Happiness under which State Happiness Institute will function.

Reiterating his commitment to safeguarding the interests of farming community, the Chief Minister said that over Rs. 5,000 crore have been distributed to calamity-hit farmers.
Referring to allied agricultural activities, Shri Chouhan said that India’s annual growth rate in milk production in 2015-16 was 6.27 percent while Madhya Pradesh scored 12.70 percent.

Surplus Power

Referring to an increase in irrigation in last 10 years, the Chief Minister said that irrigation area has increased to ​​40 lakh hectares. In respect of power, Madhya Pradesh has become a power surplus state, he added. He said that power generation capacity will be increased to 22 thousand MW by 2022.

At present, 17 thousand 169 MW power is available. Nearly seven thousand crore subsidy has been given to farmers for power supply. The renewable energy capacity has also increased to 3 thousand 176 MW.

Describing rural development as topmost priority, the Chief Minister said that 5 lakh 40 thousand toilets have been constructed in the current financial year, which is the highest in the country. He said that the candidates participating in the Panchayat Raj elections must have toilet facility. All villages will be linked to all-weather roads in coming three years.

Separate Department for Environment

Listing the forest resources, Shri Chouhan said Kanha Tiger Reserve and Satpura Tiger Reserve have been nationally acclaimed. It is for the first time, collectors of Tenduptta have got payment through e-payment system. He said that separate Department for Environment has been created for effective environment conservation.

Under the Chief Minister Annapurna Yojana,  One crore 16 lakh families are getting benefits. Eligible households in urban areas can have subsidized ration from any of Public Distribution Shops. Initially, Bhopal, Indore and Khandwa are having this facility.

The Chief Minister said that companies have been formed in connection with the planned development under Smart City scheme in Bhopal, Indore and Jabalpur.  Referring to the successful completion of the Mahakumbh Simhasth event at Ujjain, he said that the Prime Minister Shri Narendra Modi launched 51 point Universal Message dedicated to humanity.

2000 new sub-health centers

Realizing the idea of Healthy Madhya Pradesh,  Shri Chouhan said that 11 new medical colleges are being established and opening of 2000 new sub health centres has been approved. Under the Lado Abhiyan for preventing child marriages, as many as 82 thousand child marriages have been prevented. Under the Ladli Laxmi Yojana, the benefits have reached out to 23 lakh girls.
As many as 17 thousand beneficiaries entering the sixth standards are getting scholarship of Rs. 2000 each to pursue education.

About expansion of school education, Shri Chouhan informed that the teaching community will get the benefit of sixth pay scale from January 2016.

Department for Micro and Small Enterprises

Talking about Industry sector, Shri Chouhan said that investment to the tune of Rs. 2.5 lakh crore has come to Madhya Pradesh since 2014 Global Investors Summit. A separate Department for Micro, Small and Medium Enterprises has been set up to encourage micro industries.

Under the Chief Minister Young Entrepreneurs’ Scheme, Self-Employment Scheme and Chief Minister Economic Welfare Scheme as many as 72 thousand beneficiaries have got benefits.
About 48 thousand micro, small and medium enterprises have been opened with an investment of Rs five thousand crore giving jobs to about two lakh people.

Committed to welfare of SC-ST-OBCs

Reiterating his resolution for development of SCs, STs and OBCs, Shri Chauhan said that as many as 5,500 youth have been benefited under community development training and employment in tribal blocks.

The State Government is committed to protecting the constitutional rights of SC and STs. Referring to concerted efforts towards social justice, the Chief Minister said that as many as 3 lakh 68 thousand 431 poor couples got married under Chief Minister Scheme for Assistance to Poor Daughters’ Marriage. Also, nikah of 8 thousand 353 couples were performed under the Nikah Yojna.

Talking about the five national level awards to Madhya Pradesh for tourism promotion, the Chief Minister said that the tourists have increased in number over the years. In order to promote sports, rural sports complexes are being constructed in all assembly segments.

He said that the law and order situation is continuously improving. In order to strengthen the police force, as many as 6250 new posts have been created. All police stations are being computerized.

Shri Chouhan said that a roadmap has been prepared to double the income of farmers. This year, cooperative loans worth Rs. ​​15 thousand crore loan will be distributed to farmers. Grants worth Rs. 370 crore will be provided to farmers for having requisite inputs.

He informed that in the interest of tenants and land owners a Bill titled – ‘Madhya Pradesh Land Owners and Tenants – Protection of Interests Bill -2016’ will be brought in. This will help increase agriculture acreage and production benefiting both land owners and tenants.

Promotion of Horticulture

The Chief Minister said that Madhya Pradesh has 32 percent of country’s certified organic farming. This will be increased to 50 per cent. To promote horticulture sector, as many as 600 horticulture clusters will be developed. In coming years, 50 thousand hectares will come under horticultural crops. Under the Prime Minister’s Agricultural Irrigation Scheme, 15 thousand hectares will be irrigated.

In next two years, better arrangement for storage of onions will be made. The onions purchased by the Government to compensate the losses to farmers, will now be provided to the poor.

The Chief Minister said that Narmada-Malwa Link Project is going on. It will irrigate 50 thousand hectares. Narmada Irrigation projects will irrigate five lakh 50 thousand hectares.

‘Namami Narmade Devi’ from November

The Chief Minister said that plantations would be taken up along the banks of river Narmada. In order to keep Narmada pollution-free a massive public campaign ‘Namami Devi Narmade’ will be launched from November. At least 20 thousand fruit bearing saplings along the banks of the Narmada River will be planted.

Under the Deendayal Antyodaya State Rural Livelihood Mission, as many as 16 lakh 46 thousand poor women are scripting the stories of their social and economic progress. A campaign to distribute land to the needy for housing facility is going on. No needy will remain without housing facility by 2022 he added.

One-third of PDS shops will be allotted in the name of women as far as possible. Each Gram Panchayat will have at least one PDS shop. Under the Prime Minister Ujjawala Scheme, 20 lakh new gas connections will be provided to the poor women by the year end.

He said that under the second phase of Smart City, proposals for Gwalior, Ujjain, Sagar and Satna will be sent. The State Government is planning to form smart cities from its own resources.

Health Communication Centres

In order to increase the accessibility of health facilities in the district hospitals, Health Communication Centres are being set up. Jabalpur will have State Cancer Institute and Gwalior will have Cancer Care Center.

He said that about Rs 436 crore have been sanctioned for 2000 bed super-speciality hospital at medical college in Bhopal. He said that E-blood bank software has been launched and to improve the nutritional status of children, 4305 new Anganwadi centers and 600 mini Anganwadi Centers have been established.

Yoga in Syllabus

Shri Chouhan said that the moral education and Yoga will be included in the school curriculum, which will be made job-oriented.

Chief Minister Scheme for Meritorious Students

Shri Chouhan said that for the meritorious students who could not pursue their studies for economic reasons will no longer suffer as new scheme for their assistance will be launched with a fund of at least Rs. 1,000 crore for the purpose.

Students taking admission in government colleges will be getting smart phones. This year, 3.5 lakh students will get the benefit. Pandit SN Shukla College of Shahdol will have the University status, he added.

Establishing nine new industrial areas

Shri Chouhan said that Indore will have two day ‘Global Investors Summit ‘on October 22-23 this year. He said that at least nine industrial areas will be established by 2020 on 2600 hectares spending Rs. 2000 crore. Investment over 2 lakh 50 thousand crore has been invested in the state.

About 20 thousand posts of contractual school teachers will be filled in order to improve quality education. Indore, Jabalpur and Bhopal will have 720 seat residential Excellence Schools ‘Gurukulm’. Seats in Gyanuday school is being increased to 6 thousand 400 also.

Special courts to address cyber crimes

Describing Madhya Pradesh as ideal state in terms of law and order situation, Shri Chouhan said that special cyber courts will be set up Jabalpur, Bhopal, Indore and Gwalior to address cyber and high-tech crimes. The Dial-100 scheme will have 200 vehicles. The CCTV based security and surveillance systems will be established in fifty new cities.
