States should get 50 percent share of Central taxes : CM

New Delhi: Chief Minister Shivraj Singh Chouhan has said that States should get the 50 percent share from the earnings of Central Tax, as Union Government is entrusting responsibility to states to implement its welfare schemes.Central Government is increasing its taxations and resources as a result of which states sharing is declining.
Addressing to the National Development Council’s 57th meeting in New Delhi, Chouhan said, “Central Government schemes should not be imposed on states. States should get freedom to implement the schemes according to their needs.”
“For the welfare of farmers and to make the agriculture profitable, prices of fertilisers should be fixed in the beginning  of the year,” he added.
Lauding the initiative to pay attention to school education in the 12th plan, Shri chouhan said that states budget are are facing budgetary problems to implement Right to education act.
Enumerating major achievements of Madhya Pradesh, Chief Minister Shri Chouhan underlined the Centre’s role and states’ position. He underlined issues pertaining to social welfare, inclusive development, skill development, agriculture and industries. He said that states’ role has become important in strengthening country’s economic condition during two decades of economic reforms.
Shri Chouhan said that enthused by achievements during the 11th Plan and achievement of 11.98 growth rate during year 2011-12, a target of 12 percent growth rate has been fixed for the 12th Plan in Madhya Pradesh. It will be easy to achieve this target in view of effective mobilisation of resources and efficient management of programmes.
The Chief Minister said that more Central funds should be allocated to states for effective implementation of Central schemes. The Union Government’s tendency to take one-sided decisions regarding schemes is not proper. Central intervention in state’s jurisdiction is also improper.
Regarding agricultural development, Shri Chouhan said that limit of Central subsidy for small farmers during the 12th Plan should be upto 75 percent. Uniform support price for produce should be fixed for all the states. Support prices for coarse cereals like kodu-kutki and ragi should also be announced.
Referring to irrigation sector, Shri Chouhan said that five times more funds should be allocated for irrigation than the 11th Plan. Referring to Bargi diversion project and the scheme to transfer of water from Narmada basin to Sone and Tons rivers, he said that this should be declared as a ‘national project’. Expenditure on minor irrigation projects should be increased from Rs. 1.50 lakh per hectare to Rs. 3 lakh per hectare. Giving information about start of process of Narmada-Kshipra Link Project, Shri Chouhan said that the Union Government should give financial assistance for this scheme. He said that refinance limit of cooperative banks should be increased to 75 percent for helping farmers.
The Chief Minister said that in view of increasing production, assistance should be extended to develop Madhya Pradesh as the warehousing hub of the country. He said that food grains are being allocated to the state on the basis of 41 lakh BPL families whereas 75 lakh BPL families reside in the state. Referring to scheme for increasing power generation capacity upto 13 thousand 500 megawatts, Shri Chouhan said that this target can be achieved by resolving issues pertaining to coal allocation, annual supply as per agreed quantity and environmental clearances.
Shri Chouhan said that a target has been set to supply power for 24 hours in all the villages of the state from June next year. For this, feeder separation work needs to be speeded up for which Central assistance will be needed. He said that Madhya Pradesh will become power-surplus state by year 2014.
Hoping for Union Government’s cooperation in expansion of non-conventional energy sources, Shri Chouhan said that country’s biggest solar energy project is being established in Madhya Pradesh. He said that legal provisions should be framed for making use of renewable energy mandatory.
Referring to employment through industrial development, Shri Chouhan said that a target of providing 10 crore jobs can be achieved through cooperation between the State and Central Governments and private sector. He said that a number of states are paying attention to new investment proposals for development as a result of which there is a competition among them. He said that the Union Government should take initiative for evolving national consensus on this issue. He said that land acquisition policy should not put hindrances in new investments and development of new industrial centres. Referring to importance of inking labourers with skill development, the Chief Minister said that laws pertaining to labour welfare should be amended as per need of the hour.
Stressing the need for linking districts and major cities with rail network, the Chief Minister said that the Union Government should bear expenditure on laying new rail lines. Underling the need to change existing norms for linking villages with roads, Shri Chouhan said that more resources should be made available to the state for construction of roads in tribal villages where construction cost becomes high due to adverse geographical conditions and sanction of maximum number of roads. He said that the Union Government should also make available 50:50 funds for reconstruction of roads constructed 10 years ago under Pradhanmantri Grameen Sadak Yojna.
Urging to declare the National Highways Wing of the Public Works Department as the development agency for development of National Highways, Shri Chouhan said that this agency should be given permission to exercise technical and financial as well as payment-related powers to avoid inordinate delay.
Referring to innovations in urban development, Shri Chouhan said that 80 percent funds should be made available to states under the Rajiv Awas Yojna to lessen financial burden on the urban poor. Regarding rural houses, the Chief Minister said that Madhya Pradesh has been given less funds under the Indira Aawas Yojna whereas it should have been provided minimum target of 3 lakh 80 thousand houses per annum as per census 2011.
Regarding success in making per person per liter water available in rural habitats, Shri Chouhan said that Madhya Pradesh should be provided additional Rs. 3 thousand crore in the 12th Plan.
The Chief Minister urged to reconsider policy of not failing students under the Right to Education Act. He urged to include moral teachings of all the religions and philosophies in syllabus. He drew attention of the Union Government towards need to increase number of quality higher education institutions in the public sector. Besides, institutional arrangements are also necessary for short-term courses at the national level.
Referring to scheduled tribe welfare, Shri Chouhan said that the districts which have above 25 percent population of tribals should be declared special areas under tribal schemes. Central assistance under Tribal Sub-Plan should also be increased.
In view of shortage of doctors and paramedical staff in the public health sector, Shri Chouhan said that the Union Government should come forward for simultaneous implementation of a mega programme for opening a large number of medical colleges. For this, he stressed the need for amending the Indian Medical Council Act 1956 in the present context.
Referring to increasing funds to meet per unit construction cost of Anganwadi buildings under the Revised Integrated Child Development Scheme, the Chief Minister said that amount of Rs. 4 lakh 50 thousand is inadequate. Referring to Beti Bachao Abhiyan, he said that a national consensus should be evolved for safety of daughters and empowering women.
Stressing the need for making 50 lakh hectare area green through Green India Mission, the Chief Minister said that those states also need compensation amount which are conserving forests from their own resources and are also contributing to environmental conservation in the country. He said that the state should be allocated Rs. 3300 crore for relocation of villages from Project Tiger areas. Similarly, full royalty should be made available to states against tapping of mineral resources. Complete freedom should be given to states to implement tourism projects.
Referring to infrastructural arrangements made in information technology sector in the state, the Chief Minister said that the State Government is ready to make available land and every possible assistance for establishment of National e-Governance Academy.
