Tradition of Halma will be expanded in entire Madhya Pradesh: CM Chouhan
Shivraj Singh Chouhan has said that the Halma tradition of our Jhabua and Alirajpur districts is wonderful. This tradition of participation by tribal brothers and sisters can save the world from global warming today. The world should learn from this tradition. Prime Minister Narendra Modi also says that the government alone cannot save the world from global warming. If the government and society stand together in a tradition like Halma, then we can give the message of saving the world through Halma. Halma teaches us that how to work hard and work should be made easy by combining the resources of the government with the feelings of the people.
Chouhan attended the closing ceremony of Halma Utsav and Vikas Yatra at Hathipav Pahadi in Jhabua district today. Chief Minister Shri Chouhan said that today I have come here to welcome and greet all the devotees who came here for the Halma Utsav. He congratulated and thanked the Shivaganga family for reviving and giving prestige to the wonderful tradition of Halma. The Chief Minister said that Halma is such a tradition by which we can save nature from global warming. He expressed happiness that the light of his festiva; is reaching every village from Hathipav Pahadi. He urged the Vanvasi community to continue this great tradition.

If the resolve of the society gets the support of the resources of the government, then we can create a new scenario. Chief Minister Chouhan said that the Halma tradition of the Vanvasi community is unique. It gives the message of help to a person in distress. He said that while expanding this tradition in the entire Madhya Pradesh, he will work for water, soil and environment protection. He also administered an oath to this effect to all the people present in the programme.
Chouhan has said that Prime Minister Narendra Modi has changed the face of India. The central and state governments are dedicated to the welfare of the poor. I salute the leadership of Prime Minister Modi, who has left no stone unturned towards tribal welfare. The previous government had stopped schemes like Sambal and Teerth-Darshan and the arrangements for grants. Our government is starting the Ladli Bahna Yojana to empower the women financially and for the betterment of the families. Chief Minister Shri Chouhan resolved to encourage public participation by giving maximum cooperation in the implementation of government schemes to the present community.
In the programme, Chouhan taught tribal brothers and sisters like a teacher to make them aware of the provisions of PESA rules. He said that PESA rules will play a key role in empowering the tribal society. The cycle of religious conversion will not be allowed to continue in the tribal areas of the state. Attempts to snatch the land of tribals by deceit will be strictly stopped. He said that Gram Sabhas have been given the right to collect Tendupatta under the PESA rules. This arrangement has been made so that the Tendupatta of the village is plucked in the village itself and the right of collection and sale also remains with the village itself. The state government will also pay the labour for plucking tendu patta and necessary co-operation and training will be given to gram sabhas related to its marketing.
Chouhan said that a provision has also been made in the PESA rule that the person taking the villagers out of the village for labour work will have to inform the Gram Sabha that where and for how many days he is taking the villagers. This arrangement has been made with the aim that the people going out of the village for wages should not be exploited and they should not face trouble. Now only the gram sabha will decide whether a new liquor shop is to be opened in the village or not. Now no one will be able to charge interest beyond a limit. Gram Sabha will keep an eye on those who charge more interest. Peace and Disputes Redressal Committees are being formed to settle minor quarrels and disputes in the village. The elders of the villages will settle the quarrels and disputes in the committees, people will not have to make rounds of the police stations for small matters.
Chouhan also informed a large number of women present in the programme about Ladli Bahna Yojana. He said that to help the women belonging to poor and lower middle class families, the State Government is starting “Laadli Bahna” scheme. Such poor families whose annual income is less than two and a half lakh rupees, farmer families who have less than 5 acres of land. Women of such families will be eligible for this scheme. Under the scheme, Rs. 1000 per month will be made available to the sisters. This scheme will be helpful in changing the condition of poor families and ending malnutrition. The applications for the scheme will be taken in March-April, the applications will be scrutinized in May and money will start coming into the accounts of the sisters from 10th of June.
Member of Parliament Guman Singh Damor said that Chief Minister Chouhan has arrived here with the Gaiti (pick axe) from Bhopal. This is the honour of our tradition, because all the forest dwelling brothers who reach Halma also arrive in the same way with Gaiti. Padma Mahesh Sharma of Shivganga Abhiyan said that CM Chouhan has given the example of Rajdharma by participating in Halma. He gave an example and told that thousands of ponds were built in the bygone days by this Halma tradition, in which the kings also participated in the same way and offered shramdaan.
Rajaram Katara of Sivaganga campaign gave information about the tradition of Halma. He told that invitations were being given for this event for two months. That invitation is also given by singing songs in an emotional way. In the programme, Dr. Deepmala Rawat read out the citation centred on Late Dilip Singh Bhuria, the father of the PESA Act. Chief Minister Chouhan along with other guests presented this citation to former minister Nirmala Bhuria, daughter of Late Dilip Singh Bhuria.
Dedication-foundation stone laying of development works
At the conclusion of the Vikas Yatra, Chouhan provided benefits to the beneficiaries of various schemes. Along with this, he dedicated 45 development works costing Rs. 26 crore 17 lakh and also performed Bhoomi-pujan of various construction works costing Rs. 245 crore 79 lakh. Chouhan was welcomed with Bhagoriya dance at the venue.C
Chief Minister offered Shramdaan
Chouhan also performed shramdaan on Hathipawa Pahadi with Gaiti. He plowed the trench being made here for water conservation and also planted a Peepal sapling. Social saint Kaluram Ji Maharaj, President of National Scheduled Tribes Commission Harsh Singh Chouhan, member Anant Naik were present along with public representatives, administrative officers and a large number of citizens of tribal society.
