Change mindset, change profile of Madhya Pradesh, go from e-governance to We-governance

Bhopal: Chief Minister Kamal Nath, while extending New Year wishes to everyone during the first meeting of the New Year with senior administrative officials at the Mantralaya here on Friday, discussed the priorities of the government. The Chief Minister said in his address that the government is now a year old. The government’s approach to the administrative machinery has become clear. He said that everyone has put the government on test. He said that every government and Chief Minister has his own vision and style of functioning and the administration machinery also has its own methods.
The Chief Minister, while counting the priorities of the government in the new year, said that bringing about a change in thinking is utmost necessary. A new identity of Madhya Pradesh will be created only by a change in mindset. He said that there should be no difference in the way the government thinks and the administrative system works.
The Chief Minister said that there has been a change in the administration methods that the Britishers taught in the country. The Britishers only taught how to protect the interests of the state. Today, protecting the interests of common citizens, consumers and beneficiaries is being prioritized. He said that the government now needs to be friendly and cooperative with full accountability. He urged to consider necessary changes in the rules, laws, procedures and to give suggestions with self inspiration. He said that many schemes remain incomplete due to lack of budget and many other reasons. There is need to focus on the schemes pending with the central government on priority. Take full advantage of the central schemes and remove the obstacles. The Chief Minister said that we cannot change time but time will definitely change us, so work with time to move forward and take the state ahead.
The Chief Minister said that there is a need to work together on how to change the profile of Madhya Pradesh. An atmosphere of trust and confidence should be created in the state so that a new identity of Madhya Pradesh is created in the country. The Chief Minister said that the biggest challenge is to improve governance and administration. It starts from the senior level to the lower level. Every department must make contribution and play role in this process.
Nath said that every department will also have to see what new changes are happening in other states related to its field. We must learn from the success and failures of others. For this, he told to create a review cell in every department and make a vision document. He told not to depend on the formality of correspondence to resolve the pending schemes in the central government, but constantly contact the concerned authorities and find out solutions so that the state will get the full benefits of the budget provisions and schemes.
The Chief Minister told the officers that more attention needs to be given on enabling service delivery systems so that common citizens can get full benefits of it. The more effective the service delivery system, the more effective administration will be. He said that now there is a need to move from e-governance to We-governance. Old systems must be reviewed and changes must be made in ineffective systems to make them effective. He said that there is some drawback of every change, but it is not right to ignore big gains for small losses.
The Chief Minister said that tribal welfare and forest wealth protection are among the significant priorities of the government. He told to study the good works happening in other states as well. The attitude of not changing with the changes and times is not right. A committee must be formed in every department to study the good work being done in other states.
The Chief Minister said that the system of giving quick approval in the field of industry should be implemented so that investors do not have to wander to complete formalities. Talking about clean cities, the Chief Minister said that Indore and Bhopal are lauded. Beyond this, it will be necessary to think about what new dimensions can be added in the field of cleanliness. The Chief Minister said that while considering the provision of compulsory painting for large government and non-government buildings built on the side of the roads, enacting a law is also being considered with a view to enhance the beauty of the cities. He said that a small effort will be made to bring about a change in attitude.
The Chief Minister also briefed about the formation of Land Management Authority with the objective of using unused lands owned by various departments in public interest. He said that every department should review how much land is useful for them and how much is lying unused. He said on such land, schemes like construction of houses for poor can be made.
The Chief Minister said that departments need not be too sensitive for land ownership as such lands will ultimately be used in the public interest. Mentioning about the government’s land near BHEL, he said that it is neither being used by the government nor it is being used by the BHEL. The departments should either use the land or allow the land available with them to be used.
The Chief Minister Kamal Nath said that the Staff Selection Commission should start functioning in the next one week. Complete all its formalities. As regard to the Skill Development, he said that it is important to assess the success achieved in skill development work and priority should be decided which skills are useful for employment. Pay attention on the skills that are necessary for the state. Cooperate fully to encourage economic activities, he added.
Referring to the launch of the second phase of loan waiver of farmers, the Chief Minister said that there is a scope for Madhya Pradesh to become a horticulture capital not only of India but also of the world. Fully capitalize this scope. There is a lot of potential for floriculture. The food processing is an integrally connected field with this sector. He said that we have to strive together how to connect Madhya Pradesh with the changes taking place in the world. He said the change will continue at its own pace. If the steps are not taken with the change, we will be left behind.
Regarding the Education sector, the Chief Minister said that there is a need to do lot more in the field of education. He mentioned that at present there is a lack of quality in education from college to primary level. There is a need to improve the standard. Strategic efforts have to be enhanced. We will have to start from the primary schools. He said that a huge budget is spent in the field of education but without improving the education quality, we are unable to gain in future.
Referring to the priority of the health sector, the Chief Minister said that there is a need to appoint Ayurvedic doctors in every primary health centre and to ensure optimum use of schemes like Ayushman.
The Chief Minister stated that it has become a trend to use departmental budget in the month of January, February and March. It is important to avoid this trend. Referring to the ‘Shuddh ke liye Yuddh’ campaign, the Chief Minister said that the situation to fight for purity is unpleasant in itself. He further mentioned that now campaign will be launched against the companies involved in manufacturing of spurious medicines. He further added that in the public interest, he is committed to make Madhya Pradesh a state of purity. Similarly, he is also committed to abolish mafias. Shri Kamal Nath mentioned that the common men should not be considered as mafia for violation of law. He said that the government will not tolerate blackmailing mafias, which pressurize as individual or group. The Chief Minister said that the government will have to take steps to empower the tribal community, dwelling in the forest areas by adopting a collaborative stand. Even with evidence, it is not appropriate to ask for the record from such poor people and to follow the old trend.
The Chief Minister said that eradication of malnutrition is one of the priorities. Apart from this we will have to work further keeping in view the high potential in tourism in the state. He said that Madhya Pradesh has more potential in comparison to other states and the state can overtake many states in heritage tourism.
