Roadmap of agriculture climatic zones to be chalked out: CM

Bhopal: For the first time in state’s history, Chief Minister Shri Shivraj Singh Chouhan addressed people of over 20 thousand villages through live telecast at inaugural function of Haldhar Krishi Expo at Lal Parade Ground here today.
The Chief Minister said that a roadmap of crops sown, seeds and fertilisers used in state’s 11 climatic zones will be drawn up. On its basis, a scientific scheme for crops in various climatic zones will be put before the farmers at next Krishi Mahotsav. Presiding over the function, Union Minister for Agriculture Shri Radhamohan Singh said that Madhya Pradesh’s role is vital in upgrading level of agriculture in the country. Shri Radhamohan Singh said that every farmer in the country will be provided soil health card in 3 years.
The Chie Minister urged farmers to change crop cycle, do advanced farming, ensure their villages’ sanitation and conserve every drop of water. He said that achievements of agriculture sector in Madhya Pradesh are only milestone and not destination. A new Madhya Pradesh will be developed by further boosting these sectors. Now farmers should increase targets of income. Every farmer should grow fruits, flowers, vegetables and medicinal plants in one portion of their field, which will augment their income. If farmers or their children establish food processing units, they will be given loans of Rs. 10 lakh to Rs. one crore interest-free loans under Mukhyamantri Yuva Swarozgar Yojana and which will be guaranteed by the state government. Madhya Pradesh’s record agriculture growth is the result of farmers’ hard work and state government’s credit policy. Area under irrigation was increased, incomplete schemes were completed, new irrigation projects were taken up, water was supplied till tail ends of canals, farmers were supplied power for irrigation and good quality seeds. Shri Chouhan said that Narmada-Kshipra Link Project was implemented to save Malwa from becoming desert. Now, Narmada will be linked with Gambhir, Kali Sindh and Parwati rivers. Betwa-Ken river linking project will be completed on priority.
The Chief Minister said that Rs. 2187 crore crop insurance amount has been distributed to farmers in the state this time. Farmers have been given Rs. 3000 crore relief amount, Rs. 1300 crore bonus, Rs. 4000 subsidy on power and Rs. 560 crore to cooperative banks. Including subsidy, farmers were provided Rs. 12000 crore in one financial year. Now, farmers will have to move to horticulture crops for changing crop cycle. Milk production has to be increased. Agricultural implements should be used for increasing crop yield. Krishi Mahotsav is being held to inform farmers about these things. Krishi Raths are visiting every development block and about 12 thousand villages. Farmers should make Krishi Mahotsav as their own programme. He said that e-copies of Khasras will be provided to farmers from January 1 through public service centres. System of affidavits in government offices is being abolished. Shri Chouhan urged to ensure sanitation of every village and city under Swachh Bharat Abhiyan. Toilet should be constructed in every rural household to rid curse of open-area defection. Arrangements of roads, power, water and schools are being made in every village.
Union Minister for Agriculture Shri Radhamohan Singh said that farmers and farming are lifeline of the country. Country’s agriculture growth rate is 4 percent whereas it is over 24 in Madhya Pradesh. Farmers and villages should be strengthened to strengthen the country. Contribution of agriculture is decreasing in GDP. Country’s agricultural growth rate is 4% whereas it is over 24% in Madhya Pradesh. Several states do not fully utilise funds given for agriculture development whereas Madhya Pradesh has utilised full amount during last 2 years. Madhya Pradesh has also achieved targets of milk production and poultry development. Other states are surprised that Krishi Karma Award has been conferred to Madhya Pradesh twice. Due to hard work of farmers and tireless efforts of Agriculutre Department only 3 per cent less sowing operations have been made in the country despite adverse climatic conditions. In this respect too, Madhya Pradesh has achieved cent percent target. Giving interest-free loans and bonus to farmers is a courageous and historic step.
The Union Agriculture Minister informed that the target of providing soil health card to 14.5 crore farmers will be achieved by the Central Government in 3 years. A new agriculture insurance scheme will be implemented this financial year in the interest of farmers. He said that indigenous species of cattle are not affected by climatic changes. Keeping this in view, National Gokul Mission has been established. National Kamadhenu Centres will be established for improving indigenous progeny of cattle. Two new National Agriculture Research Institutes and a central agriculture university will be established this year.
In the welcome address, Agriculture Minister Shri Gaurishankar Bisen informed about programmes under Krishi Mahotsav. He informed that Krishi Raths will reach 12 thousand villages in 313 development blocks.
Chief Minister Shri Chouhan and Union Minister Shri Singh distributed claim certificates to farmers under National Agriculture Insurance Scheme. Earlier, they inspected agri expo. In all, 3 MoUs for agriculture engineering were singed at the programme.
Panchayats & Rural Development Minister Shri Gopal Bhargava, Animal Husbandry and Horticulture Minister Sushri Kusum Mahdele, former Chief Minister Shri Kailash Joshi, MPs Shri Nand Kumar Singh Chouhan and Shri Alok Sanjar, Chairman of State Farmers Commission Shri Kailash Patidar, Zila Panchayat’s President Smt. Meena Himmat Singh, MLA Shri Vishnu Khatri, Chief Secretary Shri Anthony de Sa, Agriculture Production Commissioner Shri S.K. Sawai and larger number of farmers were present on the occasion.
