Govt plans to plug leakage in food procurement by mandating Aadhaar identification of farmers

New Delhi: With an aim to plug leakages and weed out malpractices, the government is planning a major reform in food procurement by mandating biometric identification for farmers so that bona fide farmers get the benefit of minimum support prices.

It may be noted that the government has received a large number of complaints that traders and middlemen buy grains from farmers at lower than MSP and sell it to government at the floor price, pocketing the price difference.

A leading business daily citing an unnamed govt official said the Centre is starting a pilot project in four districts of Odisha from this kharif harvest season. If the pilot project becomes successful then it will be gradually replicated in every part of the country, the official told the daily.

“This will curtail this practice and farmers will get the promised prices. Like in any other government scheme, Aadhaar verification will be compulsory for selling produce to government. With this, only genuine farmers will get the benefit,” the official told the publication.

The government will provide a grant of Rs 1 lakh for computerising procurement centres across the country. “There will be one laptop and an electronic point-of-sale (PoS) machine at each centre to capture thumb impression of farmers after they sell their produce. PoS machines will be linked with central data centre for Aadhaar verification. This will plug all leakages and ensure right remuneration for farmers,” the official said.

Worth mentioning here is that government procures rice, wheat in huge quantities to sell them again to poor households through public distribution system at subsidised prices.

“Every year, government buys around 35 million tonnes of wheat and 45 million tonnes of rice at MSP, benefiting around 10 crore farmers. Rice and wheat are then distributed via ration shops at highly subsidised rate of Rs 3/kg and Rs 2/kg respectively as per the National Food Security Act (NFSA),” the govt official told the publication. At present, the government supplies 5 kg of subsidised foodgrains to each person per month to over 81 crore poor people through 5,00,000 ration shops in the country, costing the exchequer about Rs 1.4 lakh crore annually.
