Government sensitive towards police and tough on criminals

Bhopal: During the last one year, revolutionary steps have been taken by the state government for the welfare of police personnel and their families for the first time in the state. These efforts of the new government have led to develop a sense of faith in the police department. As a result of these steps, the police of the state have become more alert and vigilant.
Till recent past, 24X7 duty was part of the police personnel. Because of the continuous duty, health related problems and mental depression were being faced by the police personnel. To avoid this situation, the Congress-led new Madhya Pradesh government decided to give weekly off to the police personnel. Such a major decision was taken for the first time in the state to safeguard the interest of police personnel.
As many as 25 thosuand houses are being constructed to provide free housing facility to the police personnel from the level of constable to inspector. The construction of 5000 houses has been completed in the first phase and 5000 houses under the second phase are being constructed at the speedy pace. Moreover, the tender process for the construction of 5000 house under the third phase is being completed.
An action plan is being prepared for merging SAF constable upto head constable posts in the district police upto 25 percent posts, for the people who have served for 5 years. In this series, the plan for giving the compassionate appointment to the dependents of the deceased police personnel in other departments is in the process on not getting the appointments in the police department.
In order to make women of police families self-reliant, the Police SC /ST Women Welfare committee was registered in 2003 and the training centers, libraries and schools for children were established. These seva kendras had become inactive for the last several years. Now, the kendras have been reactivated and along with the free coaching for the children of the policemen for competitive examinations, training pertaining to the cultural activities are being given.
In order to provide employment opportunities to the dependent women and girls of police personnel of other units, amount has been sanctioned from the Central Welfare Fund at SAF Range Gwalior, Jabalpur and Indore. The Welfare Centers have been set up at 6th Battalion SAF -Jabalpur, 2nd Battalion-Gwalior, 1st Battalion-Indore, 15th Battalion-Indore, 24th Battalion-Jawra and 32nd Battalion-Ujjain and training in entry operator, beautician, sewing makeup artist and beauty therapist fields are being imparted. This will help the dependent women and girls in getting employment easily and they could become economically self-dependent. Moreover, the state government is also striving to start aaganbadis, children homes and crèches in all the police units of the state.
Owing to the stringent steps of the state government against crime, decline has been registered in the crime rate. A feeling of trust among the common man has enhanced towards the new government. State government’s stringent steps, especially women’s safety have formed an atmosphere of fear in the criminals in the state.
In the first five months, government ensured punishment from the courts in over 1400 cases of crime against women and children. This is over 9 percent more in comparison to the same period last year. Death penalty has been pronounced in 27 cases so far.
A state wide campaign has been launched in the state to curb crimes after the formation of the new government. Under the drive, 5947 illegal firearms and 3 lakh 6 thousand 856 litre illicit liquor have been seized across the state. Strict action has been taken against the people involved in illegal business. During the period from the month of January to April, 17 thousand k.g. illegal drugs and about 56 thousand plants of afeem and ganja poppies have been confiscated by the narcotic wing. Similarly, over 32 thousand syrup and tablets of prohibited intoxicant chemicals have been seized. Action under the NDPS Act has been taken against the 1285 drug peddlers. Further, prohibitory action has been taken against the 32 thousand 919 accused in 30 thousand 895 cases. A total of 30 thousand arrest warrants have been served. The percentage of warrant served was about 69 percent. Police got a remarkable success in finding 1054 missing children by conducting a special drive from March 15 to April 15.
Under the Anti Naxal campaign, the police shot dead naxalites Ashok alias Mangesh and woman naxalite Nande, who were carrying reward of Rs. 14 lakh each on their heads in a police encounter in village Nevervahi under Thana Lanji of District Balaghat. The Madhya Pradesh police has given out of the turn promotion to 19 personnel who displayed an indomitable courage and bravery in the campaign. In the anti-hooligan campaign, the police team led by the Superintendent of Police, Ujjain arrested notorious criminal Ronak and his companion with a large cache of weapons.
Directives have been given to all Inspector Generals of police in Madhya Pradesh to conduct regular training programmes in their subordinate districts. In all police training institutions also, the police will be imparted training in modern methods of legal process and investigation.
Keeping in view the women security in the state, decision has been taken to give free smart phones with self protection app to the women of BPL category between 17 years and 45 years of age. Use of smart phone will enable the police to reach for immediate help. With the help of this app, women will also come to know about the welfare schemes of government.
The implementation of the Police Model Act in the state is being considered by studying the recommendations of Julio Ribeiro, Malimath, Soli Sorabji Committee. At the same time, as per the judgement of the Supreme Court, the state Government has decided to enact a law against the incidents of mob lynching and other incidents occurring due to the abetment.
On the lines of anti-terrorism law, a strict legal provision is being made in the state against the communal/caste violence. Stringent action is being taken by the new Government to control the crimes and to quell the morale of the criminals. At the same time, a number of welfare schemes are also being finalized to enhance the morale of the police. The sensitive behavior of the government has led to the vivacity in the police administration. The confidence of the common man has also enhanced in the government and a peaceful atmosphere has been created in the state.
