BHOPAL: The Bhopal Municipal Corporation (BMC) plans to impose fines on individuals and organisations that dump or burn waste in open areas. The proposal was discussed during a special council meeting on solid waste management held on Tuesday.
Officials said organisers of events with more than 100 attendees must inform the civic body at least three days in advance. The proposed rules will also place stricter waste management responsibilities on large buildings, educational institutions and event organisers.
Several councillors questioned the city’s readiness to enforce the new regulations. Opposition members pointed to the continued use of plastic carry bags, irregular waste collection and gaps in sanitation services across many wards.
Members also highlighted shortages of sanitation staff and resources. They said waste collection vehicles often break down, leaving garbage uncollected for days. Councillors argued that the civic body should strengthen its infrastructure before enforcing stricter penalties.
Some councillors backed the proposed measures, saying stricter enforcement would improve cleanliness and reduce the volume of waste sent to disposal sites.
They also called for tougher action against large commercial establishments that fail to follow waste management norms.
Under the proposed framework, organisers of exhibitions and large public events must register on a designated online portal. Large residential and commercial complexes will be required to process and dispose of wet waste properly.
Officials said the municipal council will determine penalties for violations.
The civic body expects to implement the new rules before June 30. A monitoring portal will track compliance, penalties and waste management outcomes.
According to officials, effective implementation could reduce the amount of waste transported to disposal sites by up to 25%.
The meeting was part of a special campaign launched by the Urban Administration and Development Department after World Environment Day to strengthen enforcement of solid waste management regulations.
